Project Background

What is Safe Streets for All (SS4A)?

Safe Streets for All (SS4A) is a nationwide program created by the U.S. Department of Transportation (USDOT) to help communities eliminate serious and fatal transportation crashes. The program supports local governments, Tribes, and regional organizations in developing and implementing Comprehensive Safety Action Plans: strategies that use data, local knowledge, and community input to make travel safer for all users.

SS4A is part of USDOT’s National Roadway Safety Strategy, which embraces the Safe System Approach, the idea that human mistakes are inevitable, but deaths and serious injuries on our roadways are preventable through better design, policies, and education.

How Did We Get Here?

In July 2023, the Haines Borough and Chilkoot Indian Association (CIA) partnered to apply for a Safe Streets for All (SS4A) Planning and Demonstration Grant through the U.S. Department of Transportation. The application, prepared by local engineering firm proHNS, requested funding to create a Comprehensive Safety Action Plan.

The partners were awarded $198,768 in federal funding to develop the plan, which will identify local safety concerns, analyze crash data, and recommend improvements. Once the plan is complete and meets all SS4A requirements, the Borough and CIA will be eligible to apply for SS4A Implementation Grants, which fund the specific safety projects and strategies identified in the plan.
